The playing environment at Eve Online consists of more than 5000 star systems, as well as 2500 wormhole systems that can be accessed randomly, taking place at 23341 C.E. The system is classified based on their Security Status, on a decimal scale from .01.0 to 1.0. This system is categorized into three groups, each determining the response from the CONCORD (Consolidation of Cooperation and Relationship Command) NPC law enforcement units. Star systems that are classified as 0.5-1.0 security are considered "high security" and any unauthorized / unprovoked attack by a character on another character anywhere in the system will result in a display of law enforcement. These units will attack and destroy the aggressor, and are designed to strengthen the forces in such a way that they will always win the engagement.

However, CONCORD is not preventive, but punishment, which means there is a short window between the start of the attack and being destroyed where players (or groups) can destroy other players' ships. The system classified as 0.1-0.4 is considered "low security", where the CONCORD law enforcement unit will not destroy the aggressor, but monitor aggression that is not provoked and has automatic guard weapons in several locations. An attack that is not provoked will mark the aggressor as a free target for other players, and attacks that are seen by the guards will cause them to shoot at the aggressor. Systems classified from 0.0 to 0.01 are called "zero spaces" or "zero seconds", and have no law enforcement features; individual systems, or groups of systems, can be controlled by an alliance of players, to the creation of a kingdom belonging to players that reaches the entire "territory" (aggregate groups of star systems). The wormhole system can only be accessed by wormholes that appear and disappear randomly, and are also lawless spaces, displayed as .01.0. However, companies run by players cannot claim sovereignty in the wormhole system. The star system contains various types of celestial objects, making it more suitable for various types of operations. Usually, players find asteroid fields, planets, stations, stargates, and moons in a system. Many of the most profitable sources of game income are found in dangerous zero or low security systems, giving players an incentive to engage in high-risk activities and high rewards where they must survive the possibility of harassment of other players who might also enter the system.
